What is the current state of affairs in terms of the promotion of ECAs by Government authorities?
The Government has established an inter-agency ECA working group to conduct relevant preparatory and promotional works:
A. Domestic promotional works include:
1. Visits to domestic sectors including meeting with representatives of industrial, service, and agricultural sectors; incorporation of the recommendations from industries with respect to the launching of ECAs as references for the drafting of relevant policies.
2. Study of the text of ECAs signed between the major trading partners of Taiwan and other countries for use as reference in drafting of ECAs between Taiwan and its relevant trading partners.
3. Analysis of impacts of the signing of ECAs on domestic industries, the economic and trade developments of Taiwan, as well as possible industrial adjustment strategies that might be called for, so as to draft response measures to mitigate possible impacts of ECAs on sensitive industries of Taiwan.
4. Continued dialogues with industrial associations, academia, and think tanks; collection of recommendations; integration of opinions of various sectors; safeguarding of sustained economic development of Taiwan and creation of more job opportunities by seeking possible ECAs.
B. External promotional works include:
1. Dialogues with important think tanks and industrial groups overseas to grasp the dynamics and developments in major countries and regions with respect to signing of ECAs; these are used as references for launching ECAs and for global deployment strategies.
2. Drafting of country-specific promotional measures in respect of individual countries targeted for ECAs, which will be promoted step-by-step.
3. Active utilization of bilateral, APEC, WTO, and other dialogue platforms to promote the launching of ECAs with relevant countries.
